If you want to create a forum, head over to Forum:General Discussion. You can start creating a thread by entering the title of the thread and click "Add new topic".

If you want to create a new article, simply head over to the Community Portal. There is a little box underneath the image of a Spartan facing a computer. Enter the title of the article you want to create and click "Create new article".

To create a new talk page, click discussion. To create a new section in a talk page, click the "+" on the header (which is conveniently located above the title of the page).
